Abu Dhabi, UAE – Under the UAE’s new traffic regulations, anyone aged 15 and above will be able to apply for a permit to ride an e-scooter, e-bicycle or small motorised bike from 1 January 2027. The rules are set out in the Executive Regulation of Federal Decree-Law No. 14 of 2024 on traffic, approved by Cabinet Decision No. 174 of 2026.
E-scooter and light mobility permits
- Minimum age: 15
- Permit validity: three years, renewable
- Small motorised bikes: engines up to 50cc and a top speed of 45 km/h
- Required equipment: front lights, red rear lights that activate when braking, an audible warning device and brakes on at least the rear wheel
- Riders must use designated routes only and stay off roads meant for motor vehicles
- Devices from commercial rental operators must meet the same requirements
The regulation covers six categories: conventional bicycles, e-bicycles, e-scooters, small motorised bikes, skateboards, and mobility devices for elderly people and people with disabilities.
Cap on private vehicles
The same regulation limits individual residents to five licensed vehicles. Up to two vehicles fall under the standard allowance, while registering or renewing any vehicle beyond the first two will carry an additional fee per vehicle; the amount has not yet been published. Right-hand-drive vehicles cannot be licensed and may be used for display only.
Pedestrian crossings
At signal-controlled crossings, a flashing green light means no one should start crossing, although people already on the crossing may finish.
