Abu Dhabi, UAE – Organ donors in the UAE are entitled to comprehensive medical and insurance coverage and a range of practical support under Ministerial Decision No. 91 of 2026, issued by the Ministry of Health and Prevention (MoHAP). The goal is that people who donate organs to save lives do not lose money or face extra costs as a result.
What the benefits cover
- Medical costs: surgery, hospital stays and related healthcare for the donor
- Follow-up care: ongoing health monitoring after donation, plus care for any condition linked to the procedure
- Insurance: comprehensive health insurance for living donors
- Recovery support: help for donors who need time off work while they recover
- Practical help: assistance with travel, accommodation and home care
- Transplant priority: eligible donors and some relatives get priority if they later need a transplant, although this does not guarantee an organ
Who is eligible
The package covers living donors and their relatives up to the fourth degree, people who have registered to donate after death and their relatives, and the families of deceased donors.
The principle behind it
The decision follows the idea of “financial neutrality”: donating should leave a donor and their family no worse off. Support will be assessed case by case, with priority cases identified and medical and ethical rules still applying. The ministry has stressed that the benefits are not a payment for organs. The National Centre for Regulation of Human Organ and Tissue Donation and Transplantation will develop the programmes and procedures together with other authorities.
Donation rising in the UAE
The national Hayat programme has seen strong growth, with the number of donors up 35.5% in 2025 compared with 2024. Residents can register their wish to donate through the Hayat national registry.
